The proposed budget details seemed like a mirror of A 1257, which cleared the Racing and Wagering Committee in January. According to the proposal, the three tribal casinos and four commercial casinos will have up to two mobile skins. 

Sportsbook pay per head sources learned that operators need to pay $12 million for the license. Online sports betting will have a tax rate of 12 percent, and retail sportsbooks at taxed at 8.5 percent. Also, off-track wagering facilities can partner with a casino to have wagering kiosks on-site.

The inclusion of mobile sports betting in the Assembly budget increases its chances of gaining approval from lawmakers. According to gambling software reviews, Assembly Speaker Carl Heastie didn’t allow a vote on the mobile legislation in 2019. 

Assemblyman Gary Pretlow’s proposal differs from the one made by Governor Andrew Cuomo. The latter supports mobile sports wagering but wants the lottery to have a monopoly. Also, the governor believes that a monopoly would maximize the revenue of the state. Thus, other people can’t learn how to be a bookie in NY according to the governor’s plan.  

The Senate created a house budget with Senator Joe Addabbo introducing a bill that mirrored the lower chamber’s proposal. As a result, there will be three budget proposals that lawmakers need to tackle. 

The NY state budget contains thousands of parts that require compromise and negotiation. Thus, people should have a cautious approach when talking about mobile sports betting in the state. Both the executive and legislative branches will work together to find a compromise. Hopefully, mobile betting will be part of it.
